My score is 419 and job code 4163.

Am I eligible to receive OINP?

Also, in 2017 draws were bigger and taking place after every week but now it is smaller and taking place after every 2 weeks. Any reason?

Yes - you're eligible. But that doesn't necessarily mean you will be selected.

Can I approach them directly for the nomination? And any idea why we are getting so delay in draws this time?

No - you cannot approach Ontario directly for a nomination. You need to ensure you have an Express Entry profile that was set up this year. Provided you have that - there is nothing you can do but wait.

1. EE draws have never been that low. So unlikely you would receive an ITA.
2. So, either finding a PNP program that you might qualify or an employer who is willing to get a LMIA for your, so you can get at least 1 year's skilled work in Canada is about it.
