Criminal Record (Multiple)?

Correct me if I am wrong.

My friend is applying for pr EE and in the check list it says Criminal Record Multiple.
He never went to anywhere other than his home country (Italy), but was born in Belorus living there till he was 3.

So, is it ok to provide just 1 criminal record check?

The one for Canada will be asked for later??

PCC is required only for countries lived in after turning 18. So Italy alone should be fine for now.

The one for Canada will be asked for later??

Yes. Procure and provide when asked for.
