Not illegal, but doesn’t bode well long term if you’re lying already to a company and you’re not even hired

Don’t risk PR or visa by giving a fake reference. It isn’t worth it.

You can submit your colleague, boss or friend as long as that friend has worked with you and won't misrepresent your relationship.

It is unethical but not illegal as long as you don't use it for immigration.
