Website says credit card. If you want to use debit card then clarify by calling Quebec immigration.

A credit card payment is normally immediate.

About the debit card, prepaid card, and other forms, like paypal prepaid or payoneer i have asked to quebec immigration and they responded with the FAQ section of the official site and said Credit Card, so, for the debit card i'm not sure, but if i was you, look for a friend or family with a credit card.
