So I called IRCC today and basically learned...nothing. I explained my situation and how there was no communication after early January and how the Primary Applicant status had changed few times. She assured me that Ottawa is working on the file, as in actively looking at the file. After I pressed her more, she put me on a "hold" and said the same thing after "confirming with her support team".

that sucks, but really to be expected... unless your calling for a specific issue, the best they could tell you its being worked on... I mean I doubt they are gonna say nah we aren't doing anything with it - if it got out that someone was told that, there would be an outcry

If it was transferred out to a new visa office, I’m assuming the call centre agent would know. I have read other applicants experiences here & on Facebook where they call and find out that the application was transferred to another visa office without any notice. However, since they are telling you and others, it’s still in Ottawa, I’m sure it is. Should go back to “in process” soon
