Did you read the whole email? Read the email completely. You can find that line in Step 2 of PPR email.

It's on all COPRs. It just means that the COPR alone isn't a valid document for travel - it must be accompanied by a passport when travelling.
COPR is meant for one time travel and after you land in Canada, need to apply for Canada PR card which would take 57 days. B4 and B4A forms to be filled at the port of entry to initiate the formalities.

Does anyone know what happens with your current work visa/permit and PR visa once you complete the landing formalities?
