It is sent by mail to the address of the Principal Applicant, from the Visa Office that issues it. In some countries, it has to be signed for on delivery. It consists of two large sheets of paper, one with a photograph stuck to it. That is the CIC copy. The other sheet is the client copy. It's the client copy (that is signed by you and the immigration officer when you land) that is yours to keep. CIC take the other copy and generate the PR card from it, using the attached photograph.

I apologize, didn't realize his app was an outbound app. I thought it was inbound. I stand to be corrected anyways.

As far as I am aware, the same principle applies to inland applications under the Family Class. That is why many PR applicants choose to "flagpole" at the nearest border crossing, taking their COPR with them.

I concede that it is possible that a few immigration classes, such as "refugee" might obtain the COPR at a local CIC office at the time of "landing", I believe that these are exceptions to the general rule of COPR issuance.

I am happy for someone who has completed normal inland Family Class sponsorship to provide more information to confirm or refute this.

You are not completely right. My kid brother went for his landing 3 weeks ago ( inland family class app) and right after he paid his $490, he was ushered to a counter where he was issued a copr and advised never to lose it ever. Keep in mind that individual cases can be different and depending on your IO, I know that sometimes this people make exceptions so I don't want you acting like you are an IO or their representative. Protected Persons also receive their copr on same day they land. If PP gets his or her same day, what stops an IO from making an exception on family class inland? Don't conclude based on your experience alone. Dig deeper. There's a chance that 10 of every 1000 cases get theirs same day.

Inland applications do get it at their landing appointments. TO my knowledge, Inland applications cannot flagpole. I believe there was a case on this forum a while ago where an applicant had some difficulty with the landing appointments, but could not flagpole, because they did not have the COPR.

Thanks for the clarification. I did look through the CIC website and the operational manuals but was unable to find a clear answer.

I'm not an expert either, but given that I have not read about a single Inland applicant getting their COPR mailed to them (they all get DM and then a landing interview), while every single Outland person has had theirs mailed to them, I figured it was a good bet.
But this being CIC, I'm sure there are exceptions.
