Wife received COPR email asking for passport. We are in Canada already as she is here on TRV. I, husband, am a Canadian Citizen. Daughter is born abroad but now has Canadian passport and applied for Citizenship.
  1. When sending wife's passport in to "CPC – Ottawa – PR" to get the PR document, should we also send a copy of our daughter's, plus height, eye colour, 2 photos as well, even though she is a Canadian? Or is she not considered a dependant since she is already Canadian?
  2. Once we get the PR doc back, do inbound applicants still need to wait to leave the country to get PR or because of COVID they can get PR without leaving and re-entering?

1. You don't send anything for your daughter.

2. Outland applicants must flagpole or land at an IRCC office. Neither is possible right now. She can send a Webform to request to land within Canada but no one can say how long it will take. Border restrictions may be lifted before then.

Thanks, When you say "land within Canada" does that mean be able to just go to an airport or border with the US and obtain it there without leaving?

Landing within Canada means going to an IRCC office to meet an IRCC officer in person. You can't land at an airport unless actually flying in from another country and can't land at the border without flagpoling.

Right now, IRCC has started landing applicants without the meeting, basically just telling them by email or phone that they are PRs and doing the documents by mail. However, this may just apply to inland applicants, as they don't actually receive a COPR in the mail. You can send a Webform and see what happens.

Ok I see, worst comes to worst we will go down to the US when the borders open. We sent off the passport to Ottawa yesterday so hopefully in the best case scenario getting the card by mail. Yeah I hope no meeting at IRCC as there is none in BC! Will do a webform to our office we applied at asking if we can get it without leaving the country.

There are several IRCC offices in BC.
