My friend has an expired PR; not just the card but he's not fulfilled the requirements of the PR i.e. not lived the 3/5 years in Canada that he was supposed to. What options does he have with regards to regaining or reapplying?

Your friend can voluntarily renounce PR status and reapply. If he is in Canada, just stay until he meets RO then apply for a new PR card. If he is outside Canada, he can attempt to re-enter and hope to not get reported for not meeting RO. You can only lose PR status through due process.
