Can anyone tell me that do we need the RTPCR test also from the third country (UK) apart from the RTPCR report from INDIAN, after 21st JUNE?

As I am planning to travel on 25th June in British airways (DELHI-HEATHROW-TORONTO).

You need to do a test and you can't do it at Heathrow. The testing facility is on UK soil, like you have to clear UK immigration. You will not be able to arrive via Heathrow. Not unless you are a UK citizen and want to do 14 days in a airport hotel in UK.
