I am in a confusing situation and I don't know what documents or explanation I need to provide to CIC for this.

My Birth certificate and my passport both have different mother name. BC has real mother name while passport has step mother name. In my Personal details I have listed both names One as mother and other one as step mother.

Would there be any concern/questions from CIC on why the mother name I have on passport is listed as step mother in personal details ??

Don't think it will be a problem, as long as you listed birth mum and step mum in your family members section. Just mention in your LOE the reason for this and explain that neither are accompanying you to Canada :)

I'm still confused as to whether to include my spouses step mum, as his Dad remarried when spouse was 25 so step mum had no legal "raising" time. I'll probably include it... along with her 5 children... all step sisters to my spouse and all 40+ with their own families... ugh...

I also love adding my Dad on those forms "father - occupation: deceased... accompanying you to Canada Y/N?..."
