Confused while filling the forms

I am applying soon. I landed in 2015 but according to the calculator, my eligibility period is 5 years immediately before my application. Which means,it covers the time before i landed as an immigrant and i was NOT residing in Canada. 9c) in the form CIT0002 asks, if I lived outside Canada during my eligibility period. Should i say yes or no? If i Say yes, i have to fill out the other form, residence outside of canada CIT 0177? I am so confused. Please help me.

It shouldn't be confusing.

Example
You landed in 2015; your eligibility period goes back to 2013

You resided in British Columbia from 2015 (when you landed) till now

Between 2013 and your arrival in 2015, you lived in South Pole

Yes, you lived outside Canada during your eligibility period
Yes, you will need police certificate from South Pole.

Yes, you will need police certificate from South Pole.
I have the police certificate. When u say yes to living outside of Canada, it asks me to fill out a form thats for crown servants and their family members. I was residing outside of Canada as i was waiting for my PR. So should I say yes or no?or just say no and send an explanation letter?

No, you weren’t a crown servant. Hence, the answer is??
