Confused in which province I should apply?

I have a below profile and I am confused if am I eligible to file PNP in any province?

IELTS : R-6.0, L-6.5, S-7.5, W-6.5 with Overall-6.5
Degree - Masters in Computer Science from USA
Work Experience - 4 months (USA)
Age- 27 Years
Currently studying 1 year certification course in Toronto.
Married

Wife :
IELTS : R-6.0,L-6.0, S-6.5, W-6.0 with Overall-6.0
Degree - Masters in chemistry from USA
Work experience - 5 months (USA)
Age- 27 Years
Currently in Toronto with open work permit looking for a job.

I am new in Toronto, Canada I tried to find out if I am eligible for Express Entry but I think I am not eligible for that so I need some overview and help about in which province am I eligible to apply?
