Condition for provincial nomination program for Canada immigration

Hi
I want to ask that it is compulsory condition for PNP program that somebody which live in that province as a permanent citizen must nominate you for PNP immigration? ?
Or you can apply yourself for PNP program under CIC ?

You can apply yourself if you qualify under some immigration class of a PNP. For some classes, you need a job offer etc. For some, you need to have business experience and money to invest.
