Hi ,we got pr Canada in march 2015,landed for one week in July 2015,immigration officer at airport told us that we can't get pr card by updating friends Canadian address ,bcz for getting pr card person should be physically present in Canada till processing of pr card,so we didn't get pr card.Now we r planning to move permanently to Canada by travel document..but problem is we didn't apply for SIN during our last visit.our COPR will become more than one year old when we shift there and processing of pr card will take 3 mths...then how will we get SIN..so if we apply SIN via mail by sending COPR original is it safe..

It is very weird case. Usually, immigration officer takes the address you provide without any problems. Now you don't need to send the originals of your documents, because the clerk will keep it on file. Send them copies. However, as I know you should apply for SIN in present. That means you don't need to send any documents to Service Canada yet. Just do it after your arrival to Canada.

Immigration can refuse the address if it is clear that the PR will not be staying at the address when the PR card arrives in the mail.
What you should have done in that case would have been to follow the instructions of CIC at https://services3.cic.gc.ca/ecas/?app=coanotify&lang=en&_ga=1.114876993.734650769.1340054404 and provide your friends address again that the immigration officer had refused. This has worked for many people whose address was refused.
You should have applied for your SIN too while you were still in Canada as it only takes a few minutes.
Your problem now as you have identified is that you can not apply for a SIN using only your COPR once it is more than 1 year since your landing, see http://www.esdc.gc.ca/en/reports/sin/apply.page
Your other problem is that as a new PR, you should have provided an address for your PR card to be mailed to within 180 days. Not having done that, you will now have to apply for a PR card as if it was a renewal. This is not a big deal. You have to fill out a form, see http://www.cic.gc.ca/english/information/pr-card/apply-how.asp and you need new photos and there is a small fee. However, the processing time will be for that of a renewal which is currently 151 days and not the processing time of a new card which is currently 45 days.
This means that in your SIN dilemma, if you do not either apply by mail or go to Canada yourself to do it before one year has passed from your landing, you will have to wait until after you have arrived in Canada again and until after you have applied for your PR cards and have waited 5 months to get them. You can not work in Canada without a SIN so you will be living off your savings.
Also keep in mind that you should apply for the PR travel documents now in order to make sure you get them before you want to leave because the processing time for them can be long as well. They are usually valid for 6 months so you can apply now even if you don't plan to go right away.

Thx a lot for information, but the immigration officer told us that's it is not legal process to leave country and giving someone else address..we knew this link for updating address ..but we didn't do that ..we thought its not legal..there are 5 mths left for getting our COPR one year old..we will apply sin via mail.. as we didn't apply sin when we were there bcz we were not aware of aloe these things at that time..our big mistake.

If you landed in July, you do not have 5 months left until your COPR is one years old. Now is March so you have 4 months depending on the date you landed. Don't lose too much time and do this now. You can send the COPR by registered mail to ensure it will not get lost.
Thx,we landed on 21 july..but suppose in worse case COPR document lost during this process..then what..we are planning to send it by most reliable courier company...but there are so many if are in our mind..PLZ give some suggestion..
hi,service Canada also needs licence or passport as supporting document with COPR..about passport they have mentioned foreign passport and about licence they have mentioned licence issued by provience or territory..so we can send Indian licence...

Best option is to move to Canada before July and apply in person for SIN.
Sending your original COPR looks like is not a good idea.
Contact Service Canada and ask for advise before send anything.
An alternative is to do a quick visit Canada, before July, get SIN and come back to your country.
Perhaps even you can apply for PR Card.
