Come to Canada - link is not working, shall i go ahead and create Express entry?

I have IELTS score of 8 and masters degree evaluation being done
When I try apply, Come to canada link is not working,
question is still Can I go ahead and create profile in and submit?

No you can't as you need the reference code from the Come To Canada tool to enter into your Express Entry profile.

You can't make an EE profile without the reference tool/validation key that the Come to Canada tool generates.
I think the tool is working now.

However it says on the page: "We are experiencing system issues that may not allow certain nationalities to apply for an eTA. We are working to resolve this issue. Thank you for your patience."

You are right!
When you proceed with the link, you dont get any information for Education or the age!
so eventually at the end you get a result as "You are not eligible"

Start with creation of GCKey and create an EE profile directly. You don't need to use the 'Come to Canada' tool.

I did everything!
though I have entered the correct details, after submission, I got a message that you are not eligible

any other way?
