If I got acceptance letter from mohack college for may intake and how can i change my admission to another college before going Canada. I need some to put me through.

You need to get accepted to the other college then you update your DLI on myCIC account.

You can but why? It will technically be misrepresentation as you clearly don't intend to attend the college you are making your study permit application based on.
But, I don't think you will get a hard time from it.

Is there any changes in work permit like if a person changes his or her college or university (transfer), will there any problem getting the PG work permit??

As long as you are a full time student without any break in studies, you would qualify for PGWP.
