On the cic website it shows 7 for sub cap.

Is it still worth applying or it has been too late?

The sub-cups for each NOC-B occupation is 200!!!

Yes, I think you should be good if you apply within this week. It is very unlikely that the number of applications will increase from 7 to 200 just within a few days.

But with all this cap numbers fluctuating, I would recommend you apply as soon as you have all the papers ready.
