I am an international student,I got a co op/ intern offer from a company but my co op work permit still processing. Is it legal to do co op while the application is processing ?

You can work up to 20 hours per week.

Does this mean I have to request a new offer letter from my company - stating that I will work part-time? or no need for that until they are paying me for 20hours per week?

No need for letter. You can only work up to 20 hours per week as per your study permit requirements. If you have another part-time job on or off campus, you cannot work both if they equal more than 20 hours. Once you have your co-op work permit, you can work full-time.
