Don't count on "3-6 months if you fill it out correctly." There are plenty of people who had perfect applications and filled them out correctly that have been waiting 8 months to a year. The person who got approved in 3 months as far as I'm concerned is a rumour, they are not even on our spreadsheet. The quickest thing that has happened lately is 3 people have been approved in 5 months. In January 2012, ONE person got approved in 4 months. Be aware that although most people are making it through in 8-9 months, Manila's posted processing time is 14 months and they hold no accountability to any of their processing times.

People who were processed quickly tend to subscribe to the fallacy that their application was superior in some way, and not taking into account that sheer luck also plays a factor.

How could luck not play a factor, when the visa offices look like this



Just don't set yourself up for thinking that you will be done in 3-6 months or that the process has any kind of logic or transparency! Do the best application you can and hope that luck is on your side!

Do your application carefully, and thoroughly - and don't assume that it's automatic that yours won't be considered a MOC. The burden of proof is on you to prove that you're a genuine couple.

if you apply outland, you can always travel.
your wife can not work without a work permit, and outland application doesn't come with one. She can look for work, and if she finds an employer willing to do a LMO ( Labour Market Opinion) and apply for her work permit, great. BUt that's difficult.
She will have to send her passport to Manila ( quite early in the process) so it means that she will be in Canada without a passport for a while. Then she will get a visa stamped on her passport + they will issue a COPR (confirmation of PR). I don't know if they send back the passport outside of the Philippines, but I assume they do. So they might send it to Canada, then your wife would have to exit Canada to the nearest border (US) to "flagpole" - exit Canada, and re-enter to land as a PR. She doesn't need a US visa. She just needs to exit Canada, ask for an "administrative denial" ( to enter the US), and go back into Canada to complete landing procedures.

Don't count on the 3 to 6 months. Prepare well, and wait. It's frustrating, but there is no element of control over the process.

Fair enough. Perhaps we will need to make friends with whoever works in the visa office. ;)

It should be fairly automatic I would imagine, given that there are no flags for MOC. But fine, the burden of proof is on us and we will do what is needed to validate it. Hopefully all goes well. Best to get started on the application now so that when we apply there are no hiccups.​
