1 quick question I want to ask right off the bat is, Suppose I have a visit visa (TRV ) for Canada and then i put in for express entry at almost the same time, would I still need to pay the $1040.00 or Do I still make the payment for the Right of Permanent Residence fees to IRCC? This is what I want to confirm.

Just need some clarity for something like this
 
Not really sure what you are asking but for EE you pay the processing fee 550 and RPRF 490. total 1040 which you must pay for EE.

Applying for a TRV and any fee for that has nothing to do with the EE application if that is what you are asking, TRV applications and EE are separate applications.
 
you don't pay any fees on Express Entry until you get an ITA. Creating a profile is free until you submit your complete PR application. Don't forget biometrics fees that now apply to everybody inside and outside of Canada!

Um are you saying if I have a TRV in my passport already and I have done Biometrics for the TRV, and then I want to file for a separate application for EE I would still need to pay the $1040.00 or just the $490 I just need to be sure of what I am doing here.

If you already did biometrics, I doubt they'll request those again. When time comes, you might see a Biometrics "Not applicable" on your application.

That being said, TRV and Permanent Residence are two different things. To answer your specific question, YES you would still need to pay the $1040 for your Permanent Residence application.
 
Yes I am saying you still need to pay $1040 and you still need to do biometrics again and pay $85 biometrics fee too. There was a change in the law as of December 3, 2019 regarding biometrics for inside Canada applicants. Because of that, when you transition from temporary to permanent status, you do biometrics again even if they are still valid under temporary status https://www.canada.ca/en/immigration-refugees-citizenship/campaigns/biometrics/facts.html
