Really depends on the job. Many of those processing applications must be in the office for privacy reason. These government departments are very big so depends what type of role you have. Being able to test people virtually without them being able to cheat is harder than people think.

I think mental health of the people is much more important than knowing the answer of what happened in 1812 war in citizenship test . The people are full stressed
