Just wondering if anyone has a clear explanation of
RQ case-preliminary review completed; referred to level 2 decision maker for final decision. AN/CEN-ON

and also Location : pilot decision ready

I read from other applicant's experience, the applications are been reviewed by two levels of officers. The first level, junior officers, if everything OK, it goes to moved to 2nd level, senior officers for decision. As you mentioned, your file is waiting final decision and that process takes anywhere up to 90 day.

You may consider getting a ATIP report every 30 days till your case is finalized. It would give you better idea how your file process is progressing.
