The call centers are only open 8am - 4pm local time so I’m not sure how calling at 4am is going to work...

here, local time means Nova Scotia time.. that's not your province time.

Client Support Centre agents - Monday to Friday, 8 a.m. to 4 p.m., your local time, except for statutory holidays. Services are available in French and English.
I think the call center agents are located in the province you are calling from...
Just like any other call centre. Some people will work 8-4, 9-5, 10-6 and 11-7 to cover all time zones. the centre is open for 12 hours but the agents are only working their 8 hours.
Please update the spreadsheet. I received "In process" on Dec 18th.
I applied for myself and a minor in one application, when I check ECAS for the minor there are only 2 lines, there is no "In Process", but on mine there is, and its like same application they are together, is this normal?
