An application for TRV was submitted almost a month ago by family member (processing time 6 business days on CIC website). Centre handling application is Pretoria in South Africa (Canadian Embassy). Person working on the file confused this file with someone else's and sent us an email regarding the wrong file. Email was replied to, however emails can take up to 30 days before being read.

Now, as part of the supporting documents listed on CIC website, we have booked the flight to show the itinerary (proof of departure). Time is slowly running out as after TRV is approved, visa must be mailed to Pretoria and it can take up to 3 weeks to get back.

What are my options to resolve this in a timely manner. I cannot get through to the call centre due to how busy it is. I don't even get the option to wait on hold, just says call back later. This was caused by the negligence of the person handling the file. We have spent hours preparing this application making sure everything is perfect.
 
I wouldn't bother with the call centre. They won't really be able to help or expedite processing.

Unfortunately your only real option is to send a message to the Pretoria office (which I know you've already done once) to request they review your application as soon as possible. But ultimately it's impossible to say if that will help.

It looks like you've already paid for flight tickets? If so, that's a shame. We always recommend holding off booking anything until you have the approved visa in hand. While CIC does post estimated processing times, the reality is that it can take anywhere from a few days to months for an application to be processed.
