Hi,

Applied for PR under CEC category in month of June.
CIC returned application saying original test result of English are not attached even though i have attached IELTS score card.

My IELTS score are 6 in reading,6 in listening,5.5 in writing and 6.5 in speaking.

Please advise as am i confused.

What NOC do you belongs to?
 
you got 5.5 in writing which is not enough for NOC A, You need at least 6
That's why they sent back your application.

Agreed. Your score is too low to qualify.

Take the test again as soon as possible, and send the application again.

Huh! I thought Sydney does not check the score, they only verify if the score card is included in the application package. And it's Ottawa job to assess the score during eligibility and reject application the scores are below the passing grade.
Guys what am I missing here?

I thought as much. I have seen someone in the past from this forum who got rejected in Ottawa due to low ielts scores. :o
 
Correct, he is lucky, application sent back in initial stage
 
Does it mean that CIO is doing an initial assessment on the application before sending it to Ottawa and returning/rejecting the application which has a definite refusal?

No, it means that CIO assesses whether or not you have submitted proof of language ability. A scorecard that does not meet the requirements means that you have not submitted proof of language abillity.

And - a returned application is incomplete. It is not a refusal. The CIO did the OP a favor.

On what basis they select applicants they do a favor? I recently withdraw my application which a received aor. And the language scores I sent with that application did not meet the requirements.
