CIC asked for police chek but i sent it already

hi, we applied in november for PR spousal, we gave all the documents asked including police check up.
They sent us an email asking for the police chek up again.
WHY? Did they not receive it? is it routine mail? Is it expired?

The guide states specifically NOT to include police check with upfront application, as IRCC will request this from you later.

Is the applicant in home country now? If so they will need to get updated police check to send.
