Hi,

Is it possible to bring a new born baby born outside canada on TRV or visitor visa to canada whose mom and dad are on PR in canada and then apply for its pr in canada?

As applying from outside canada takes longer time and till that time baby's mom and dad need to stay outside canada.

Is it possible to bring the child on TRV or visitor visa and then apply in canada for the PR of the child?

Actually, if you are both PRs, one of you has to be resident/working in Canada in order to be eligible to apply to sponsor the baby. There is no guarantee the baby will be admitted to Canada if s/he is non-visa-exempt and has to get a TRV to enter. All you can do is apply and see. Thing is, either way, the baby's application will be processed at the embassy for your country. There is no in-Canada processing for dependent children.
