Hi .
I am a Canadian Parent (mother) my husband has PR , we are both living in Saudi Arabia
My child is born in Saudi Arabia and I reached out to Canadian embassy in KSA and got the below response

My question #1 is for citizenship should i apply via online application

My question # 2 is in my similar situation for friend in UAE was asked that non-canadian parent act as applicant and canadian parent (myself) act as guarantor. However the question is how can i certify or sign my own citizenship certificate and passport if i am the guarantor.?

Important Notice: IRCC has officially launched the online applications for proof of citizenship for certain types of applications. We highly encourage you to check your child eligibility for online application and apply online as this will save several months of the processing time. Please refer to the attached factsheet for more details.



You need to apply for the Canadian passport and citizenship certificate at the same time. To issue your newborn child a Limited Validity Passport (LVP) Valid for 2 years this requires the following:

• A signed statement stating by the applying parent that the passport is needed to issue the child a Saudi Residency ID (Iqama) as a Canadian citizen, as a dependant of a Canadian parent in the child’s birth certificate OR

• Provide a proof of travel to Canada in the coming few months. (confirmed ticket, not booking , in the name of the child) .

Otherwise, you should wait until the issuance of the Canadian citizenship, which takes about 12 months to be issued.





Please visit the following website

  • www.Canada.ca/passport to download the passport application (PPTC 042)
  • and www.cic.gc.ca to download the citizenship application (form CIT0001 E) and instructions. (if you determine that the child is not eligible for online application)


In addition to the passport and citizenship applications, you need to submit the following documents:

  • Child's original birth certificate + translation to English or French
  • 2 IDs for the Canadian parent (signed passport and citizenship card or Canadian birth certificate) clear colored copies signed by the guarantor (both sides of card, or birth certificate)
  • Signed Passport copy of the other parent signed by the guarantor
  • Form PPT 116 signed by the applying parent
  • form PPT 445 signed by the Canadian parent
  • 2 photos for the passport - one of them signed by the guarantor (please see photo specifications at www.Canada.ca/passport)
  • 2 photos for the citizenship application (please see photo specifications at www.cic.gc.ca) ( only if you use paper application)
  • The residency statement ( by applying parent) or the proof of travel as stated above
