Canadian citizens are not supposed to be applying for permanent residence. Unfortunately, IRCC still does not provide a procedure for this scenario.

You can handle it a few ways.

1) include her as a member of the application. This means you will have to pay an application fee for her upfront, but eventually it would be returned to you. Technically it is an error to do this, but without guidance from IRCC, a lot of people do this.

2) list her as a 'non-accompanying" family member, write a letter of explanation, and include proof of her Canadian citizenship. (An "accompanying" family member is one who is applying for PR with you. "Non-accompanying" does not pay the application fee).

3) Since you already have your ITA - you can exclude her from the main application, but include her only on the "Additional Family Information" form. Again, include a letter of explanation and proof of her Canadian citizenship (birth certificate).
