No, you are not eligible unless both you and your child reside in Canada.

Now my case is different: We live in Canada, and are permanent residents since June 2018 (wife and kids). Yet our application got denied by the CRA stating that we don't meet residency requirements, notwithstanding we submitted all the required docs along with the CCB form. Surprisingly, my spouse got the GST/HST and Ontario Trillium credits earlier this month.
