Common Law Sponsorship / Outland
I am confused how to send the Sponsor and the Applicant documents.

The document checklists for the sponsor (IMM5491) AND the applicant (IMM 3901) BOTH request the same documents:
For example, both checklists request:
- Sponsored Person's Original Generic Application Form (IMM 0008)
- Sponsored Person's Original Completed Schedule A - Background/Declaration (IMM 5669)
- Sponsored Person's Original Completed Spouse/Partner Questionnaire (IMM 5490)
- Sponsored Person's Original Completed Additional Family Information (IMM 5406)

We are mailing the application for sponsorship and the applicant's application for permanent residency together as one package.
Do we have to send the same identical documents with both checklists?

How do we send it?

No need to provide duplicate/redundant forms. Just make sure the items are checked off on each checklist.

Sponsor or Applicant Envelop?

DO I need to write on the checklist where they find the document? or just cross it off?

really ...but than the checklist documents will not be complete?

Remember you are posting both the sponsor and applicant forms together hence no need to duplicate. Just check off the immigration forms (the Applicant's forms) on the sponsor checklist as well as the applicant checklist. simply arrange your forms so that the sponsor checklist is on top of sponsorship forms and applicant checklist ok top of immigration forms.
You might want to read this thread. It discusses arranging the application extensively and you will understand this better.

People have reported they get their applications back in a disheveled pile (the ones unlucky enough to forget something on their application). So, don't worry too much about separate envelopes and tabbed pages, they just rip it all apart anyways.
