There is no Canadian university or college that you can attend for just $3000 per year. Domestic university tuitions aren't even that low.
Just to qualify for a study permit you typically need to show a bank balance of $25K or more to cover first year tuition and living expenses. You should also be aware that students are only allowed to work a limited number of hours each week, are paid low wages - and there's no guarantee you'll even get a job. So assuming you can pay your tuition and living expenses by working isn't at all realistic.
I would recommend you forget about Canada until you have a lot more money saved up.
