CHC Refused my SPP visa without any reason!

I have another doubt! Do VO refuse Visa's randomly if they have an targets to refuse few? Because i have provided all documents according to SPP checklist and they also warned us not to provide any extra documents unless asked!

No VO's dont do such rubbish things why would they target you they dont even know you This aint "Bhartiya visa nivedan kendra" XD They haven't specified amount of money in checklist
