Its one and the same thing. Union council gives you marriage certificate which it gets from nadra. It consist of a seal from nadra. Union council doesnt have any of its own certificate. There is only one certificate which is marriage registration certificate.

I still remember we attached 4 such certificates, UC, Original urdu, Nadda cert, and translated notarized eng NN

I submitted my Application July 2013, they ask me for the second Medical and Police Certificate and Quebec Selection on 27 October I submitted all that on 6 Nov 2014.

I am not able to check my application status online any more.

Last email I received for the medical test is from London Office, I don't know when my application is being transferred there.

Since than I am blind, any guidance is highly appreciated.

Does the spouse has to go back to Pak just to get the PR visa? Or is there a way to get it while here?

Yes, a member here was able to send the passport to Ottawa to get the visa. Once you get the PPR you have to mail London office to let them know that you are currently in Canada. They will send you instructions to send it to Ottawa.
