I think some cases got transferred to ottawa on basis of complexity of case. less complicated cases trf to ottawa.

I have no experience of renewing PR card ,however i have info regarding renewing pakistani passport from canada
There are two options
1 machine readable passport
2 Manual

For machine readable passport u have to personally visit pakistan consulate office in torronto.
For manual u may send the application by mail .

Yeaa my dad got his PR card renewed urgently because he had to go back for my grandfather .. and I renew my Pakistani passport since I dont have a NICOP
