You can land there but can't complete landing formalities.

Can a FSW land at Montreal Airport or is there restriction on it.

As toronto & gosho opined, you would not be allowed to make landing formalities in Montreal [a Quebec city]. You can land anywhere else in canada except quebec and after fullfillig the landing formalities free to go even to Quebec.

AND One thing more I got my Passport Request as well at last..

my case is also the same, my e-case status has been changed to decision made on 24 May but till today not received my passports back. I emailed the High commission by yesterday i.e tuesday and they replied the standard generatic reply "your case is in review". Now iam really worried and not understand what should i do. Iam a fresh medical case not remedical.

Congrats! Did you get step 1 letter from chc london? or r u an applicant of chc islamabad?

Hi Stanzel, there is nothing to worry , its very common situation

when you booked your flight , then first booked to toronto and then connecting flight to montreal after 4-6 hours in same ticket,

when you land in toronto , your immigration formalities will complete there and then after 4-6 hours you will going to montreal, it is same as you are stop over at dubai or london in between.

Secondaly, passport are coming in average 4-6 weeks in these days

1-2 months to get back your passport.

nothing dear i think everyone is waiting whose decision made on 24th may. rehankashif and zaheer1979 as well. it's quite ironic, today was 12th day of decision made. stay in touch and keep us updated

Whats you category ?
If you have applied for federal Skilled Worker 1 or 2 then you can not land or stay in Montreal
BECAUSE
Montreal in in QUEBEC and The province of Quebec is responsible for selecting its own skilled workers. If you plan on living in Quebec, see Quebec-selected skilled workers for more information.

well said gosho In your opinion what could be the possible reason of this delay, currently there are some people whose decision made on 24th May and they are still waiting for passports. Can it be due to exhaustion of quota for current quarter or some other reasons. It's quite irritating.
