I completed my 1 sem course in computer information system (3years),but now it wanted to choose another course which is 16 months course(3 sem) so there is any posibility that i will get 3 year work permit ?

Agreed with the above. IRCC will only consider completed programs when they issue the PGWP. So you will only get credit for your 3 semester program.
