Nader. I have read and phoned the embassy last month. You should have someone in UAE. ThE embassy would only certify the finger prints then you should have someone in UAE to do the rest of procedures.

Entered Canada Nov 2008 on a visitor visa and became a permanent resident June 6 2014.
From Oct 11 2012 - June 5th 2014 (603days) she was out of canada for 153 days
From June 6 2014 until December 31 2014 she was physically present in Canada for 105 days
In 2015 she was physically present in Canada for 250 days
In 2016 she was present for 325 days and for 2017(until October 11 2017) she will physically present for 270 days.
I apologize for my ignorance and I truly appreciate your help.

I visited the US on 06 Dec 2016, but the border agent did a mistake and stampe the passport as 06 Nov 2016, but the date is printed well as 06/12/2016 on the I94 paper, and when I check my travel history I found the right date as 06/12/2016.

Do you think there is a methode to correct this. Thanks in advance

You can only count for last 5 years. so for everyone it would be 11Oct, 2012 onwards.

From June 6 2014 until December 31 2014 she was physically present in Canada for 105 days - 105 days counted (and would required PCC from that country)
In 2015 she was physically present in Canada for 250 days - 250 days counted

and for 2017(until October 11 2017) she will physically present for 270 days. - 270days counted.
So in total (1315 days) she is eligible to apply under new rule.

Really it's an issue, that is what written in CIC website, that means they consider you able to get one.
I guess CIC site information is based on UAE embassy data. You have to try again with UAE embassy.

This is great!!! I saw it on the news earlier too. Quick question though... My wife is a USC but lives in Canada and is a PR. She works in the states 3 days a week (crosses the border to work and go back home after). Does this count as days outside Canada since she goes back and forth? Thanks!

This provision is effective as of October 11th, 2017:

"Applicants between 18 and 54 years must meet the language and knowledge requirements for citizenship."

The official check list doesn't mention anything about birth certificate, why would people keep coming up with new imaginary things that they want to send to CIC?

If I were you, I would apply under the old rule, just so that your application will arrive at CIC earlier and hopefully processed faster.
