Change Visitor Visa to Study Visa without leaving Canada

I bet this question has been asked a lot, but I have one problem. I came to Canada to visit my partner and we decided to try common law in a year. However, a year is a lot of time to go without doing anything. I'm thinking of applying for a 8-month course. If I get in, will I have to leave the country to apply for the visitor visa? Could I apply from inside and if necessary just cross the border to the US and come back in? (Not an American citizen, just have a valid visa).

Leaving Canada for too long, besides being expensive, would affect our future Common Law application. So maybe it would be better to not even attempt this course. Thoughts?

Also, would I need a new visitor visa/ETA? Since my expires in October.
