Change of status from Working Holiday to study permit

Hi,

If someone is here on a working holiday visa that is still valid, and they decide they want to study, so they apply for a study permit. Can they start school under "implied status", before their study visa is approved?
I think the answer is NO, because with this study permit application you are changing your status in Canada, so 'implied status' would not apply in this case.

Can anyone comment on this? Thank you.

No such thing as implied status for a study permit so you are correct you cannot start a course until you have a study permit. Also and others can correct me but my understanding is that IEC and a study permit are mutually exclusive, that is you cannot still be on an IEC and study permit at the same time.
