Change application

Hello, My application started processing on march 2009, it was transferred to local CIC on august 2009 without first stage approval.. My question is this Can I do an application outland new.. and send a lot of proofs letters, accounts, pictures, and do i have the chance that they will call me for an interview...?

we have the same situation,i send may application last june 4 but after 5months they send it to calgary cic.and the calgary send me a letter that they will review my application aug 2011 itsalmost 2 yrs,can i withraw it and apply again?
