Chances of visa for university studies.

Hello guys..
As few of you knew am rejected twice for study permit.. for same intake i.e. jan 2015, now i planned to apply for university category.
University of Windsor .. master studies.
I wish to know what are the chances of visa if i get offer or admission letter from Windsor university.
Any experienced ppl here..
please do comment and help me out with my querry.
