Chances of Visa approval afterSection 16.1

Hi,
On behalf of my friend i want to know is application approval possible after 16.1
She overstay in America for 8yrs and was in living relationship and were separated mutually and came back.
Her travel history include Australia, Schengen, uk in 2000.
Her age is 45 and applied the Canada Visa recently were she misrepresented by checking no in her application for overstay in influence of friend and got rejected with 16.1
My question is-. is it possible to get application approved by apologizing and providing them reason for stay(no criminal record).

What exactly did her refusal letter say? Was she given a 5 year misrepresentation ban? Or was she just refused?

Just refused with 16.1 not 40.1
