I'm accepted into Queen's University for Fall term conditional upon successful completion of Bachelor's. I'd be getting my bachelor's degree in the month-end of July, a month before starting of my program in Sept. I do have Course completion certificate though. Following is my profile:

Program applied for: M.Eng., ECE in Queen's university
Medical examination and Police clearance done beforehand.
Suppose I purchase GIC and pay the first semester tuition fee and prove that I have sufficient funds apart from the fact that my dad is a banker, how probable is that I'll be granted a Study Permit? When should I apply?
