Certificate of qualification

Has anyone submitted for PR as their certificate of qualification a power engineering or refrigeration operator certificate issued by Technical Safety BC and had no problems/letters or rejection?
My reasoning for asking this is because I don't know if its valid. But keep in mind the next points:
  • It is issued under the safety standards act, and signed by a provincial safety manager. https://www.bclaws.gov.bc.ca/civix/document/id/consol19/consol19/00_03039_01#section26
  • The "diploma" has written in big letters "certificate of Qualification"
  • Technical safety bc is a provincial regulatory body.
  • You require a course, examination and months of experience in order to certificate or get the license (at least for refrigeration operator and power engineer class 5)
  • It is not issued by ITA / skilledtradesbc, this is my main reason for doubting its validity.
Any information and experience on the matter is greatly appreciated and undoubtedly help other people with the same question.!

Certificate of qualification related to Express Entry are issued by the Provincial governing trades body. In your case, Skills Trades BC. These are apprenticeship programs that take years to complete with one or two years of college education and then several years of apprenticeship.
