Asking for a relative who is an electrician. How can he obtain a Certificate of Qualification (which appears to involve sitting for exams) if he isn't already in Canada?

They would have to visit Canada to take the test, most of the provinces require you to be living there but there are a couple of exceptions. I think Saskatchewan and BC still allow you to take it.

Do you know if you have to immigrate to the province that you hold a certificate from, or is simply having the certificate enough to obtain points?

Just for having the certificate of qualification it would give you extra points for EE and help with FST stream eligibility. It doesn't matter which province you emigrate to.
