Certificate of Date of Birth from Indian consulate - Toronto

Hi friends, did anyone recently apply for Certificate of Date of Birth from consulate general India- Toronto ?
Can this documents be sufficient instead of Original Birth Certificate from India for the Parents and grandparents program PR application ?
