Thank you very much DelPiero07 for your response. I got 2 query
1. If it is CLB9 ,for CELPIP then my spouse have to get 5H in all modules. I know for IELTS, the expected bench mark for spouse is CLB7(6 in all 4 modules) and i would get 5 full points under Spouse language proficiency . I was told by few of my friends that for CELPIP as well, the expected bench mark for spouse is CLB 7 i.e. 4L in all the modules and i would get 5 full points. Can you please confirm.

2. I am not able to understand what is that letters 'H' & 'L' in the CELPIP score cards. What is it signifies. Can you please help me to understand.

1 - http://www.cic.gc.ca/english/express-entry/grid-crs.asp#a1 - Go under "Spouse's or common-law partner's official languages proficiency - first official language" - Your friends are misleading you.

2 - I don't know why you're looking at such benchmark, that's how results used to be given back in 2014. http://www.cic.gc.ca/english/resources/tools/language/charts.asp - use the other one.
