Hi Guys,

For a Temporary Foreign Worker applying under CEC, it appears that 3 years employment reference is restricted to employment in Canada - True or False?

If affirmative, it should then be true that a full-time employee (say 40 hrs per week) would only have worked Two years by the time he/she qualifies for CEC and therefore can only provide reference letter (s) covering just those Two years?

Under current regulations, true. This was not the case when I applied.

"can only"? No. Not everyone applies on the day they qualify. They have up to 3 years to apply for that experience to be considered. Their letters must cover that time period.

If you you have only worked in Canada for 2years, then of course you can't provide a letter covering a 3rd year. Perhaps that's what you meant.

BTW - it is possible that your employer can consider you full time, but not CIC. Each province has its own definition of full-time. In Ontario, it is 30 hours or more per week. So for example, even though I am a full-time employee, I had to work longer than 2 years to meet the definition of "full-time equivalent."
